In a co-rejoinder which he titled “is Adamawa state Government Ready for Governance? 2”, the Senior Special Assistant on media and publicity to Senator Muhammed Umaru Jibrilla Bindow has exposed the weaknesses of the Director General on Media and communication of Governor Ahmadu Umar Fintiri of Adamawa state.

Mr Martins Dickson in his 11 bullet points of words against Solomon Kumangar, Senior media aide of Fintiri who replied his earlier article by saying that he (Solomon) used foul language like “Gibberish, Dementia” to castigate the Bindow’s passed administration.

According to him it is too bad for an image maker of a state Governor to be using such words to form a narrative of his mockery weaknesses.

“You need to grow up. I will not resort to insults I’m way too matured for that but will take you up on some of the issues you were struggling to give answers to, then the readers will know who is Gibberish and who has Dementia.” Martins said

Martins on his second article on is Adamawa government ready for governance draw the attention of the Fintiri’s DG on the issues of governance that his principal failed to address.

He said:

“1.I was shocked that the Director General Media & Communications of Adamawa State Governor did not know that lighting an environment is part of security requirements and could say “security my foot” when it was raised, are you for real? May be you don’t even have security lights in your residence, please consult with the DPO of your area for security tips. I can only imagine how your principal will be ill advised on this issue, no wonder the streets of Yola were left in darkness since Fintiri assumed office.

“I am unapologetic that the Fintiri led administration should power and maintain the street lights that Bindow provided. Adamawa residents deserve to have the street lights on.
As for how much was used to power the street lights? Please check with the ministry of Housing and if you have any issues with it, approach the relevant agencies for sanctions.

“2. I find it embarrassing that as DG Media & Communications you’re displaying your ignorance on the batch D1 teachers saga in the state. They were recruited by Nyako and not Bindow, why did Fintiri decline to pay batch D1 when he became Acting Governor? Was Bindow Governor then? How could you mislead the public by saying it was the Government of Bindow that sacked batch D1 teachers?

” It is in the public domain that the Bindow administration has nothing to do with batch D1 teachers employment nor sack. If they obtained a judgement to be paid, it is because Government is a continuum. Cross-check your facts.

“3. You accused the Bindow administration of not complying with due process and you said “all contracts did not follow due process” Thank God you’re in Government and have access to Bureau for Public Procurement BPP. I challenge you to make public any contract awarded by the Bindow administration that did not follow due process.

“4. After acknowledging that Bindow did well with roads infrastructure you went ahead to accuse Bindow of collecting kick back from Triacta construction company, if you are arraigned to prove this accusation will you be able to prove it?

“5. May I remind you that the constitution and the law permits the Governor to grant waivers and for you to call it illegal shows how ignorant you are.
It is on record that you (Solomon Kumangar) begged Bindow for waiver and he granted you waiver for your transfer of service in June 2018. you left Adamawa Television as Director News in August of 2018 to the mainstream administration of the state civil service as a Director. He that comes to equity must come with clean hands, it is appalling that you are the one castigating the same waiver you benefited from. Please rescind the waiver granted you by Bindow then you can have the right standing to speak against waivers.

“It is also good for you to know that not all employments was made through waivers as you wrongly stated. In June 2018, the ministry of education advertised for vacancies at the Post Primary Schools management Board, 26,400 Adamawa indigenes applied, 8, 578 were interviewed while 1,514 were employed. Was this through waivers?

“6. I find it surprising, that the person who is suppose to have access to information as the DG Media & Communications will say and officially too, that over 6,000 lecturers were employed by Bindow at the State Polytechnic Yola, what is the student population of the Polytechnic? Will you please do some homework and stop babbling for the sake of it? If you don’t have your facts checked, must you write a reply?

“7. Sir, you mixed up Gumpti- Challawa – Hammanyero Road with Labondo – Borrong Road projects, it shows how deficient you are of information, I will help you out but before then.

“You said Nyako left a lot of money for Bindow to inherit, am surprised that as DG Media & Communications you are not aware that it was Fintiri who took over from Nyako before Bala Ngillary came in and not Bindow, You make me laugh.

“You asked me to tell you how much was inherited from Nyako I can’t tell you because Bindow did not take over from Nyako, it was Fintiri who took over from Nyako in acting capacity and I knew you were his Chief Press Secretary then so I should be the one asking you how much you inherited from Nyako. Do you now see who is suffering from Dementia?

“Bindow took over from Bala Ngillary and what the Bindow administration inherited was 900 million Naira as of May 29th 2015, go and check the records.

“Less I forget, the Gumpti – Challawa – Hamanyero Road you mentioned was a 100% State Government project and it was flagged off by Senator Bindow in less than 10 days after taking oath of office precisely on the 5th of June, 2015.

“Labondo- Borrong Road was one of the RAMP 2 projects flagged off by Bindow exactly 14 days after taking oath of office, on this one too Bindow paid the counterpart fund before it took off.

“Please accept the fact that Bindow came, focused on revolutionizing the road infrastructure in the state which was lacking and succeeded.

“Let the Fintiri led administration show us what it is practically doing in 50 days and stop trying to blackmail Bindow. Bindow showed he was ready for bussiness in less than 10 days in office he sustained the tempo and succeeded.

“8. Thank you for accepting the fact that Numan General Hospital has a new hospital complex under construction, it is over 80% completed and I say again, let Fintiri complete it.

“You asked for other interventions, may I let you know that the general Hospital at Maiha was reconstructed and equipped by the Bindow administration. Renovation work also took place at General Hospital Mubi, General Hospital Ganye and the construction of ORT department at Specialist Hospital Yola as well as reconstruction and equipping of the Theatre at Specialist Hospital.

“9. It is unfortunate that as DG Media & Communications you decided to attack my person and that of comrade Ahmed Sajoh, well you shouldn’t have done that but I will speak for myself. Please go ahead and do some evaluation on me since you don’t have any work doing I won’t give you the luxury of that information.

“You accused me of building a hotel at Karewa, for your information I still live in a rented apartment, how could I not own a house of my own and then own a hotel?
“I challenge you to come up with the documents of the hotel you said I built. How can the Media manager of a state Governor be this callous?

“10. As for the case at the tribunal, please allow the tribunal to do its job.

“11. On education I gave out some details in my first reply, please clean up your glasses and read again.
In addition to what I wrote earlier, the Bindow administration designed its second term to focus on Education and Health sectors and preliminary interventions were started.
Renovation and provision of students desks, teachers desks and laboratory reagents as well as beddings were provided at
– Villanova Secondary School Numan
– GSS Hong
– GSS Mubi
– GTSS Mubi
– GSS Demsa ”

Dickson further said that:

“I’m surprise you didn’t even know my portfolio, I am not Senior Special Adviser to former Adamawa State Governor.

“Since you’ve decided to reply my rejoinder I am forced to come up with more details and facts about the issues you struggled to defend by writing a second reply.

“For the records, I was Special Assistant on Press & Media Affairs to former Adamawa State Governor, and now Senior Special Assistant on Media & Publicity to Senator Muhammed Umaru Jibrilla Bindow.

“As I conclude let me repeat what I said in my earlier response to your interview, if you find any officer in the civil service of wrongdoing please apply the civil service rules and the law and stop dragging the name of Bindow to media outlets, and if you have documents of any misdeed by the Bindow administration please make it public officially and stop these baseless accusations and deliberate distractions.

“Tell us what the Government is doing and stop the blame game.

Your principal is in Government to provide services and infrastructure and not to blame his predecessor at every turn.” He stressed
