The Economic Community of West African States (ECOWAS) has declared a state of emergency across the West African sub-region, citing a wave of recent coups and thwarted mutinies that threaten the fragile foundations of constitutional governance.
The unprecedented announcement was delivered by ECOWAS Commission President Dr. Omar Alieu Touray during the 55th Ordinary Session of the Mediation and Security Council at the ministerial level, convened urgently in Nigeria’s capital, Abuja.
Touray, addressing a room filled with foreign ministers and security officials from the bloc’s 12 remaining member states, described the recent upheavals as a “clarion call for profound introspection on the trajectory of our democracy” and an “imperative to massively invest in the security architecture of our community.”
“This declaration is not just a response to immediate threats but a commitment to the future of our peoples,” Touray stated, invoking Article 25(e) of the 1999 ECOWAS Protocol on Conflict Prevention, Management, Resolution, Peacekeeping, and Security.
The measure paves the way for the rapid deployment of the ECOWAS Standby Force—initially comprising 1,650 troops, with potential expansion to 5,000—to intervene in member states facing unconstitutional changes of government or spillover threats from terrorism and instability.
The decision comes on the heels of heightened regional turbulence, most notably a failed coup attempt in Benin Republic on December 7, 2025. In that incident, soldiers loyal to President Patrice Talon stormed the national television station in Cotonou, briefly declaring a takeover before being swiftly neutralized by Beninese forces backed by rapid Nigerian military intervention.
The plot, which bore hallmarks of external interference—including unverified reports of Russian-linked disinformation campaigns—has been condemned by ECOWAS as a direct assault on democratic norms.
Benin’s brush with military rule is the latest in a string of destabilizing events that have rocked the sub-region since 2020. Successful coups in Mali (2020 and 2021), Guinea (2021), Burkina Faso (2022), Niger (2023), and Guinea-Bissau (2022) have eroded ECOWAS’s influence, culminating in the formal withdrawal of Mali, Burkina Faso, and Niger in January 2025 to form the rival Alliance of Sahel States (AES).
The AES’s recent accusations against Nigeria—claiming a violation of Burkina Faso’s airspace after a Nigerian Air Force C-130 made an emergency landing in Bobo-Dioulasso on December 8—have further inflamed tensions, with the Sahel bloc placing its defenses on high alert.
ECOWAS officials, speaking on condition of anonymity, revealed that the emergency declaration includes enhanced intelligence sharing, joint military exercises, and economic sanctions against coup perpetrators.
Nigeria, as the bloc’s de facto security guarantor and current chair under President Bola Tinubu, has pledged to lead the standby force’s mobilization, with Gabon and other coastal states expressing readiness to contribute troops.
Touray concluded his address with a sobering appeal: “The sovereignty of our nations is intertwined; the fall of one democracy endangers us all. Let this state of emergency be the turning point toward renewed unity and resilience.”
As details of implementation emerge, all eyes are on how ECOWAS will balance enforcement with diplomacy in a region where military juntas have increasingly framed their seizures as anti-imperialist rebellions.
