CBN Unveils Ambitious Reforms with Launch of PSV 2028, Updated FX Manual

The Central Bank of Nigeria has invited stakeholders, financial institutions, policymakers, and the public to the official launch of two major strategic initiatives designed to reshape the country’s financial landscape.

On Friday, May 15, 2026, at 9:00 a.m. prompt, the apex bank will formally introduce the Nigeria Payments System Vision 2028 (PSV 2028) and the fourth edition of the CBN Foreign Exchange Manual. These landmark documents represent the CBN’s renewed drive to modernise Nigeria’s payments infrastructure and strengthen the foreign exchange market amid evolving economic realities.

The Nigeria Payments System Vision 2028 builds on the achievements of previous frameworks by aiming to create a more inclusive, innovative, secure, and globally competitive payments ecosystem. It focuses on deepening financial inclusion, enhancing interoperability, promoting digital innovation, and supporting seamless transactions for individuals, businesses, and government entities.

Simultaneously, the revised Foreign Exchange Manual is expected to deliver clearer guidelines for market participants, improve transparency, strengthen compliance standards, and boost confidence in the nation’s forex operations.
