Zamfara State Governor, Dauda Lawal, on Thursday presented a ₦861,337,000,000 budget proposal for the 2026 fiscal year to the Zamfara State House of Assembly, describing it as a “Budget of Stability and Growth” and a roadmap for the state’s transformation.

The presentation took place at the Assembly Complex in Gusau, the state capital.
In a statement signed by his Spokesperson, Sulaiman Bala Idris, the 2026 budget is heavily tilted towards capital development, with ₦714 billion (83%) allocated to capital expenditure and ₦147,279,945,000 (17%) for recurrent expenditure.
Governor Lawal said the low recurrent-to-capital ratio demonstrates fiscal discipline and aligns with international best practices, which recommend that recurrent spending for subnational governments should not exceed 60% of total expenditure.
Key sectoral allocations include:
- Education – ₦65 billion
- Health – ₦87 billion
- Agriculture – ₦86 billion
- Public Order and Safety – ₦45 billion
- Environmental Protection – ₦22 billion
- Social Protection – ₦17 billion
Speaking during the presentation, Governor Lawal said the budget is designed to deepen the gains of his administration’s six-point Rescue Agenda, which focuses on security, agricultural modernisation, healthcare upgrade, quality education, infrastructure renewal, and empowerment of youth, women, and vulnerable groups.
“This budget prioritises inclusive development so that no ward, no village, and no community is left behind,” the governor declared.
He emphasised that the proposal reflects a deliberate shift towards massive investment in infrastructure, security architecture, agricultural transformation, and human capital development.
“None of our ambitions – from security to education, agriculture to infrastructure, civil service reform to economic revitalisation – can be achieved without the patriotic cooperation of this Honourable House,” Lawal told lawmakers.
He thanked the Assembly for its continued support and legislative partnership, stating that together they have laid a solid foundation for a prosperous, secure, and progressive Zamfara.
Concluding his address, Governor Lawal submitted the ₦861.337 billion proposal for legislative consideration and speedy passage, praying for Allah’s guidance in the lawmakers’ deliberations.
The Speaker of the Zamfara State House of Assembly, Honourable Bilyaminu Ismaila Moriki, received the budget on behalf of the House and assured the governor of expeditious consideration and passage.
