Lagos, Ogun, and Kaduna States have been ranked as the three best-performing states in Nigeria according to the highly anticipated 2025 State Performance Index (pSPI) released by Phillips Consulting.

While Lagos retained its position at the summit, Kaduna State’s remarkable ascent to third place stands out as one of the most significant success stories of the year, a clear testament to the visionary and people-centered governance of Governor Uba Sani.

‎In a comprehensive evaluation covering all 36 states, Kaduna State secured a prestigious 4-Star rating, placing it among an elite group of top performers.

This ranking underscores the tremendous progress recorded under Governor Uba Sani’s administration in critical areas of fiscal responsibility, infrastructure development, service delivery, and citizen engagement.

‎The 2025 pSPI, which combines 70% objective data (including audited financial statements, infrastructure delivery metrics, and fiscal sustainability) with 30% from a nationwide citizen perception survey, introduced a new five-star rating system for clearer performance benchmarking.

Lagos State earned the only 5-Star rating, followed by Ogun and Kaduna States with strong 4-Star ratings.

‎The report highlights Kaduna’s strong performance in audited financial statements, improved ease of doing business, and enhanced service delivery outcomes — areas where the state showed marked improvement under the current administration.
