Kaduna State Governor Uba Sani has presented a proposed N985.9 billion budget for the 2026 fiscal year to the State House of Assembly, positioning it as a cornerstone for advancing economic renewal, social inclusion, and infrastructural transformation across the northern Nigerian state.

Dubbed “Consolidating Rural Transformation for Inclusive Development,” the budget underscores the administration’s commitment to long-term progress amid ongoing challenges in security and rural development.

Delivering the proposal at Lugard Hall on Monday, December 1, Governor Sani described the document not as a mere fiscal exercise but as “a carefully constructed roadmap” built through extensive consultations with citizens, civil society, traditional leaders, development partners, the private sector, and lawmakers themselves.

“This budget reflects the genuine needs and expectations of communities across the state,” Sani stated, highlighting its participatory origins.

The total proposed expenditure amounts to N985,915,136,574.60, with a strategic split of 71% (N699.7 billion) allocated to capital projects and 29% (N286.2 billion) to recurrent spending—a deliberate emphasis on future-oriented investments over day-to-day operations.

The budget’s revenue projections include N734.2 billion from recurrent sources and N251.6 billion in capital receipts, reflecting cautious optimism amid Nigeria’s economic headwinds.

Key priorities outlined by the governor include bolstering security through the “Kaduna Peace Model,” which has facilitated the reopening of markets, reclamation of farmlands, and restoration of schools in insecurity-plagued areas.

Infrastructure remains a flagship focus, with Phase II of the Roads Development Initiative set to deliver 140 projects spanning 1,335 kilometers, building on Phase I’s momentum to connect rural communities and spur economic activity.

Education and rural empowerment also feature prominently, with allocations aimed at enhancing human capital development and ensuring equitable access to services. A notable provision directs N100 million to each of the state’s 255 wards for priority local projects, a move Sani touted as emblematic of grassroots inclusion.

“We are rebuilding, reforming, and repositioning Kaduna for prosperity,” the governor affirmed, urging the assembly for expeditious passage to translate vision into action.

In response, Speaker Yusuf Liman praised the proposal as “ambitious, comprehensive, and development-driven,” committing to thorough scrutiny to align it with the state’s inclusive growth agenda.

“This budget touches lives across every local government area, prioritizing underserved rural communities and urban centers alike,” Liman said, vowing to accelerate its review for enhanced service delivery.

The presentation comes two and a half years into Sani’s tenure, during which his administration has earned acclaim for methodical governance and tangible impacts in security and infrastructure—though critics note persistent fiscal constraints from federal allocations and debt servicing.

As Kaduna navigates national economic pressures, including inflation and subsidy removals, the 2026 blueprint signals continuity in the state’s renewal drive, potentially setting a benchmark for subnational budgeting in Nigeria.

The assembly is expected to deliberate on the bill in the coming weeks, with stakeholders anticipating debates on funding sustainability and implementation timelines. For now, the proposal stands as a testament to Sani’s vision of governance as “purposeful stewardship,” aimed at fostering equity and opportunity for all Kadunans.
