A CALL FOR URGENT INTERVENTION:
MONUMENTAL FRAUD, MISAPPROPRIATION OF PARTY FUNDS TO THE TUNE OF #500,000,000=00 (FIVE HUNDRED MILLION NAIRA), NAME DROPPING, INTIMIDATION AND VIOLATION OF THE PARTY CONSTITUTION.
I wish to respectfully write, and as our leader in Adamawa State APC, to humbly draw your attention to some incessant violations of party constitution, injustice, monumental fraud and lack of matured leadership strides, being committed by few members of the State Working Committee, which might require your urgent intervention, despite your tight schedules, Sir.
The infractions / genesis:
1. Immoral Harassment And Intimidation To The Dignity Of My Gender:
Your Excellency, it was on the 9th July 2024, we went to the residence of Sen. Abdulaziz Murtala Nyako for the reconciliation tour of the party on the team, were:
i. Bar. Shuaibu Idris – State Chairman
ii. Dr. Raymond Chidama – State Secretary
iii. Mrs. Patricia Yakubu – State Woman Leader
iv. Abubakar Abubakar – State Youth Leader
v. Mustapha Atiku Ribadu – State Organizing Secretary
vi. Bello Baballo – Ex Oficio – Yola North
On entering Sen. Abdulaziz’ personal office, the State Secretary Dr. Raymond Chidama said “woman leader, zo ki zauna a’nan in yi tapping current” (meaning: woman leader come and sit beside me so I can tap current) pointing right close to his thighs. I politely told him, as a responsible married woman, I dont engage in such illicit acts. My refusal incurred the wrath of the State Chairman Bar. Shauibu Idris, which led to us exchanging harsh words. It took the intervention of other team members to calm the situation down.
Again, Dr. Raymond, repeated same immoral harassment at H. E. Omar Suleiman’s residence the following day. This time around, he placed his right hand on my waist, I almost gave him a dirty slap, but I eschewed the pains and covered up till we left.
The chairman again violently attacked me with insulting words in which I responded accordingly. These actions made me to seek for guidance and counseling from some respected party members.
Your Excellency, since these two incidences we have not been in good terms with both the State Chairman and Secretary. At the moment we barely speak to one another because the State Secretary has refused to apologize for such despicable and unprofessional actions in the presence of many people.
Your Excellency, as you are aware sexual harassment is a criminal offence and I expected the State Chairman who is a lawyer to have understood this but he failed to protect me. He totally failed to protect me in both cases and chose to take sides with a person that was seeking to violet my person and dignity. These acts have truly affected my person and dignity, and have left me in position where I fear being in the midst of my colleagues especially State Secretary Dr. Raymond and the State Chairman Barrister Idris; needless to say, that these acts were committed in the presence of many witnesses who are prepared to support these allegations.
2. Plot To Remove Them
Your Excellency, please allow me to bring up another crucial matter here. Sometimes ago Aminu Bobboi put a call across to me that I signed a petition to remove the State Chairman, the State Secretary and the State organizing Secretary, which I know nothing about, I told him in very clear terms during the phone conversation. I reiterated to him that my role is to focus on improving the lives of our Party Women.
3. Your Excellency, these two incidences are the key catalysts to the frivolous letter that I received inviting me to appear before a kangaroo disciplinary committee. The key objective is to get rid of me as a State Woman Leader. So, I humbly plead to address these issues. (Please Sir, find attached the said Invitation letter, the petition written and signed by only four women leaders out of twenty-six women leaders in the state, for your kind consideration Sir).
OBJECTION AGAINST THE DISCIPLINARY COMMITTEE OF THE PURPORTED PETITION BROUGHT AGAINST ME.
NOTICE: that pursuant to Article 21.3 (v) of the Constitution of the All-Progressives Congress (APC) 2022 as amended. I hereby lodged a formal complaint against the Disciplinary Committee constituted by the State Working Committee of the party in Adamawa State APC.
THE GROUNDS FOR OBJECTION ARE AS FOLLOW:
That Likelihood of bias, intimidation and undue influence: –
1.1 The first time I knew there was a complaint against was when Mahmud Dahiru Modibbo, the assistant state Secretary of the Party, called my attention on the 5th December 2024 informing me that I was being invited to appear before a Disciplinary Committee same day, which I told him I am in my village and cannot make to Yola same day, he later said what of the next day 6th of December, again I told him I have my flight to Abuja that same 6th of December 2024, and that same 6th December, the letter of petition and the letter of invitation flooded on social media. I was never informed or properly served. Initially the purported complaints were written in Hausa signed by only four (4) out of twenty-one (21) local government women leaders, and said petition totally vilified my person. I got to receive the official copy on the 6th December 2024 when the whole world would have judged me guilty even before I knew what was going on. I have fought over the years to build and maintain my integrity nationally and internationally; it appears this purported complaint was meant to tear down my character and shred my integrity at home and abroad. I was judged guilty even before I was served, talk-less of defending myself. Your Excellency, you may wish to know that these complaints were on Facebook, WhatsApp and community forums. It was a very brutal calculation to destroy my image down, and I am completely shattered.
1.2 Your Excellency, on the 5th December 2024, and after the letter was already circulating on social media, I then received a call from the State Assistant Secretary Mr. Mahmud Dahiru Modibbo informing me of a letter of invitation to appear before a purported Disciplinary Committee that he was the Chairman of. He mentioned that I was to appear before his committee the next day being 6th December 2024. I told him that a) I have not received any such invitation officially and b) I was out of jurisdiction and cannot be in Yola on that date. Your Excellency it was only on the 6th December 2024 that I was served the official copy of the said allegations; after they have thrashed my image the whole day on the 5th December 2024.
Your Excellency, the said petition against me was signed by Haj. Bilkisu Abdulrahman and Maryam Abdullahi and two others. In June 2024 while I was attending Directorate meeting in Yola I received on authority that the State Chairman Bar. Shuaibu Idris instructed them to stage a protest against me during the meeting in order to have opportunity to expel me from the party. And now the same Bilkisu Abdulrahman and Maryam Abdullahi are the signatories to the purported petition written in Hausa Language when English Language is the official language for conducting party business. This is not a coincidence Your Excellency, rather a continuation of the State Chairman’s agenda to expel me from the Party for no reason at all than pure hatred.
Your Excellency, the purported petition as well as the allegations raised a religious dimension. I believe the religious card was played in order to trigger emotional response and give justification for the cowardly approach to remove me from Exco without valid reasons. As you are aware Your Excellency I come from both Muslim and Christian family and I have bever discriminated nor even been prejudicial against anyone on the basis of tribe or religion. This was indeed a very poor and very dishonorable attempt to instigate disunity. For the avoidance of doubt, I have always worked without bias among our women, and that is why only four out of 21 women leaders signed the purported complaints. The question that beggar’s belief is how 4 out of 21, and not even a simple majority, could trigger such a Disciplinary Committee to be set up. It is obvious that the said complaints and allegations were first published in order to whip up religious sentiments against me. Fortunately, I have many more local government women leaders that can testify that though I am a Christian, I have never shown bias in my leadership among our women.
1.3 Your Excellency, the truth is that the entire allegations are baseless, unfounded, and lacking in merit based on the following:
On diversion of 8 Million Naira meant for Adamawa State APC Women Leaders.
1.8 It is my humble submission that I challenge any one to come up with hard facts / evidence indicating otherwise, that I received the said money or any money therefrom for and on behalf of Adamawa APC women Leaders or anyone. The petitioners failed to advance any iota of evidence or listed any witness to substantiate their allegation, the allegation is baseless, unfounded and lacking in merit. The purported 8million naira only existed within the fragment of imagination of the petitioners and their backers/sponsors.
1.9 To support my position, I refer the Disciplinary committee to the National Woman Leader of the APC, and the report of the summit which will disclose that there were never monies distributed to any one including Adamawa state APC Women Leaders.
On failure to distribute 2500 wrappers meant for APC Adamawa State.
2.0 It is also my humble reply that there was so such distribution of 2,500 wrappers meant for APC Adamawa State – I challenge the petitioners or anyone to produce evidence to substantiate their claim, the petitioners failed to produce any iota of evidence or listed any witness to substantiate their allegation, the allegation is baseless, unfounded and lacking in merit.
2.1 Kindly permit me Sir to make the record straight not as existed within the figment of the imagination of the petitioners and their backers thus: –
i. That Sometime in October 2024 the office of the First Lady Federal Republic of Nigeria distributed 5000 unity wrappers to each State governor’s wives in the country, and every first lady of each 36 States of the Federation received 5000 pieces of wrappers on behalf of their respective states.
ii. Based on those circumstances, the non- APC States found that APC women in the states may not be considered hence I personally reached out to the office of the First Lady Federal Republic of Nigeria pleaded and led a national team on behalf of the non-APC States in the country hence we were obliged with 2500 pieces of the said wrappers to Adamawa State.
iii. And upon received, I was enjoined to make sure our supporters benefited therefrom, and based on the history that many palliatives will come to Adamawa State but, no justice and fairness done. The outcry had been felt even in the office of the First Lady of the Federal Republic of Nigeria. I personally distributed the said wrappers to each and every stakeholder from ward to local govt. and state. (I shall release the record and particulars of each beneficiary at the appropriate time)
On Failure to attend state working committee meetings for 10 consecutive times.
2.2 I am a responsible party obedient member; I discharge all my responsibility with utmost humility and respect to the party guidelines and constitution. Notice of meetings are given without regard to the provisions of the party constitution. Agenda for meeting is only prepared when invitees are seated and ready for the meeting, contrary to the provisions of the party constitution. Contrary absence of minutes of meetings makes follow-up actions impossible, or else they will not blackmail me for not attending meetings 10 times.
2.3. I wish to submit that the party under the chairmanship of Bar. Shuaibu Idris never sent a notice of meeting with accompanied agenda to any member of the State Executive for deliberation, hence It cannot be said that I failed to attend meetings without justification.
Ancillary Matters
Your Excellency, I now wish to draw your attention and seek for your intervention as our leader on some very serious financial matters.
Corruption and Criminal misappropriation of Party funds:
a. Payment of =N=25, 000, 000 .00 (Twenty-Five Million Naira) Monthly from TETFund started October, 2023 till October, 2024 totaling Three Hundred and Twenty-Five Million naira (₦325,000,000.00). The money is meant for running day to day party activities in and outside the state. The party account has been completely abandoned; the financial secretary has been removed as a signatory against the party constitution. Treasurer has been totally sidelined in all financial dealings. All Financial transactions are done through an individual account (account details for investigation available). There was this time they collected three months at once totaling Seventy-Five Million naira (₦75,000,000.00). Sometimes, these monies are paid through BDCs. All issues about these are kept secret by the Chairman, Secretary and Organizing Secretary, while some party executives and faithfuls are languishing in abject poverty, cannot afford to pay school fees, their children are home, some have died because they cannot afford hospital bills.
b. Contracts from TETFund at FCE Yola and GMMC Yola for the benefit of the party was kept secret. They sold contracts and concealed the proceed.
c. That sometime in December, 2023 the former minister of Education, Prof. Tahir Mamman SAN equally gave the Party Executives 15milliion Naira for Christmas but only Fifty Thousand naira (=N=50,000.00) was given to each Exco (which is less than 2million naira) therefore Forty Eight Million naira (₦48,000,000.00) deficit unaccounted for.
d. That several trucks of rice and fertilizer were given from the office of the NSA and former minister of education respectively as palliative, but only shared 1 – 2 bags to Excos and sold the remaining thereby committed fraud. (Concrete Evidence will be produced at the appropriate time).
e. That recently, the Deputy National Chairman North-East Comrade Mustapha Salihu, PhD assisted the entire state Executives with =N=100 million naira but only =N=40.5million naira was declared at the Secretariat then the remaining remains a secret.
Sir, the above is just a tip of an iceberg – more facts, documentary evidence of receipts and many more fraud shall be unveiled at the appropriate time.
These are criminal acts, and this government abhors corruption. Our leader’s second name worldwide is “Anti corruption ceaser”. I wish to therefore appeal to you Sir, please investigate these matters thoroughly before it consumes us in APC Adamawa State. Dare to say this is about to blow up on our face Your Excellency; so please do something.
a. Breach of the Constitution of the party, Disobedience or Neglect to carry out lawful directives – this is a breach contrary to Article 21.2(i)(ii) (iii) of the APC Constitution which makes it an offence under the constitution. Your Excellency, you may wish to recall that on the 24/11/2024 a meeting was held under your leadership in which 8 APC members of the House of Assembly, 3 APC members of the National Assembly, The National Vice Chairman North East, the Adamawa State APC Chairman, Secretary and organizing secretary of the party were all in attendance. In that meeting, it was decided and approved that any sacked Executive members be returned and no further act of sacking any member should take place again.
i. However, with disregard to the decision(s) and our Leader, the NSA, they refused to honour the resolution and further hunted other Executive members such as chairmen of Toungo, Ganye and Girei Local Government now, my turn to face their wrath of dictatorship.
ii. That all issues and matters of importance that will requires input of members are kept in secrecy and unlawfully using the name of the NSA to perpetuate illegality thereby giving a bad blood politics to the NSA in an attempt to obviously destroy the party.
iii. The Total absence of minutes of meetings and notices of meetings are given in total disregard to the constitution of the party thereby planting a seed of disunity, rancor and acrimonious tense environment had becomes the order of the day within the party from state to the local governments.
Conclusion / prayers.
3.0 Based on the above particulars of prima facie, pursuant to Article 21.3 (v) (a) of the Constitution of the All Progressives Congress (APC) 2022 as amended. The Disciplinary committee as the case may be is under the obligation to recuse itself / seized with the original Jurisdiction to hear and determine the petition, thereby transferring it to the next higher organ of the party.
3.1 That it is my further prayers that – currently there is total loss of confidence from the party faithfuls in the entire state, and orchestrated by the duo of the worst leadership under a cabal in the history of the party in Adamawa State, thereby resulting the party in the state to be in disarray and crises mood.
3.2 Based on the above, Your Excellency, our leader – I humbly and sincerely plead with you to intervene in order to save the party from getting destroyed.
