Nggilari Hails Prof. Hamalai’s New Book, Says Strong Legislature Key to Nigeria’s Democratic Future

Former Governor of Adamawa State and former member of the House of Representatives, Bala James Nggilari, has emphasized the critical role of a vibrant and informed legislature in sustaining Nigeria’s democracy, describing the National Assembly as the institution through which the voices of ordinary citizens are represented and protected.

Nggilari made the remarks while delivering a goodwill message as Special Guest of Honour at the public presentation of A Collection of Essays: Readings on the Legislature, authored by renowned legislative scholar, Prof. Ladi Hamalai. The event was held at the National Assembly Library Trust Fund, National Assembly Complex, Abuja.

The former governor commended Hamalai for her outstanding contributions to scholarship and public service, noting that her latest publication comes at a crucial period in Nigeria’s democratic journey.

“We are gathered here today because books matter, and ideas matter even more,” Nggilari said. “Prof. Ladi Hamalai has spent her career at the intersection of scholarship and public service. As Jakadiya Mubi, she carries the wisdom and values of our people, while her work has helped generations understand how the legislature can function effectively as a pillar of democratic governance.”

The event was hosted by the Speaker of the House of Representatives, Abbas Tajudeen, with former Speaker and current Chairman of TETFund, Aminu Bello Masari, serving as chairman.

Nggilari highlighted the significance of the panel discussion themed, “The 2026 Electoral Act and Nigerian Democracy,” describing it as timely and necessary for strengthening democratic institutions and electoral processes.

He also praised the choice of keynote speaker, Attahiru Jega, noting that his experience in electoral administration continues to shape national conversations on democratic reforms.

Drawing from his experience as governor, Nggilari warned against the dangers of concentrating power in the executive arm without robust legislative oversight.

“Executive power without legislative depth is dangerous,” he stated. “The legislature is the first institution of democracy. It is where the farmer in Mubi, the trader in Yola, and the teacher in Numan find expression. When the legislature is informed, the people are protected. When it is weak, the people suffer.”

According to him, the essays contained in Hamalai’s book provide valuable guidance for lawmakers, legislative aides, scholars, and citizens seeking a deeper understanding of governance and democratic accountability.

He further described the publication as a resource that would help legislators make informed decisions, support policy development, and encourage active civic engagement across the country.

Nggilari expressed pride in Hamalai’s achievements, saying her work had brought honour not only to Adamawa State but also to the entire Northeast region and Nigeria at large.

“Adamawa State is proud of you. The Northeast is proud of you. Nigeria is grateful to you,” he said. “You have demonstrated that scholarship is not pursued in isolation but in service to society.”

The former governor also commended the leadership of the National Assembly for hosting the event within the legislative complex, describing it as evidence of the institution’s commitment to intellectual engagement and knowledge-driven lawmaking.

He urged public officials, academics, students, and citizens to not only acquire the book but also engage critically with its contents, particularly as the nation continues discussions around electoral reforms and democratic consolidation.

The event attracted distinguished senators, members of the House of Representatives, academics, policy experts, civil society leaders, and stakeholders from across the country.

Nggilari concluded by congratulating Hamalai on what he described as a landmark contribution to legislative studies, expressing confidence that the book would influence policy debates and strengthen democratic governance in Nigeria for years to come.

“May A Collection of Essays: Readings on the Legislature travel far, influence policy, and deepen Nigerian democracy,” he said. “God bless Prof. Ladi Hamalai, the National Assembly, and the Federal Republic of Nigeria.”
