Borno State Governor Babagana Zulum on Tuesday said not all insurgents that surrendered to the government are criminals.
Recall that over 2,600 insurgents recently laid down their weapons and surrendered to Nigerian Military.
The terrorists have killed no fewer than 100,000 people in the 12 years in the North-East.
However, Governor Zulum, speaking when he addressed the State House Correspondents after a meeting with President Muhammadu Buhari (retd.) at the Presidential Villa, Abuja, said that most of the surrendered insurgents, especially women and children among them, were forced to join the terrorist group and trained to use the AK47 rifles.
He said the surrendered terrorists would be rehabilitated for reintegration, adding that no law supports the killing of surrendered insurgents.
