The Minister of the Federal Capital Territory (FCT), Barr Nyesom Wike has revoked the Right of Occupancy for Plot No. 243 within the Central Area, Cadastral Zone A00, Abuja, belonging to the Peoples Democratic Party (PDP) National Secretariat.
The decision, announced on March 13, 2025, stems from the party’s failure to settle outstanding ground rents and breaches of the terms of the land grant, despite repeated warnings from the FCT Administration.
In a formal notice signed by Chijioke Nwankwoeze, Director of Land Administration, on behalf of the Honourable Minister of the FCT, the revocation was executed under the powers conferred by the Land Use Act No. 6 of 1978, Cap L5, Laws of the Federation of Nigeria 2004.
The notice, referenced as MISC 81346, was addressed to the National Chairman of the PDP at its national secretariat on Michael Okpara Street, Wuse Zone 5, Abuja.

The FCT Administration cited the PDP’s continued contravention of the grant’s conditions, particularly the non-payment of annual ground rents for over 20 years, from January 1, 2006, to January 1, 2025.
Despite numerous publications in national dailies and electronic media since 2023 urging all allottees in the FCT to clear outstanding bills and ground rents, the PDP failed to comply. The administration highlighted that this breach violates Section 28, Subsections 5(a) and (b) of the Land Use Act.
As a result, the FCT Minister has revoked the PDP’s rights, interests, and privileges over the property, which has now reverted to the FCT Administration. The administration has also announced its intention to take immediate possession of the plot. The revocation marks a significant escalation in the FCT’s efforts to enforce land use regulations and recover unpaid dues from allottees.
The PDP has yet to issue an official statement regarding the revocation, but the development is expected to stir controversy within political circles, given the property’s status as the party’s national headquarters.
The move could also set a precedent for similar actions against other organizations or individuals with outstanding obligations to the FCT Administration.
